The present document is the explanatory report of the deliverable D4.4. This report is issued for providing technical and functional features of the optimisation and decision making toolset. Firstly, an overview of the methodology held for leading task actives is provided. Subsequently, the corresponding layer is described, outlining its main functionalities. The core part of the document is represented by the functional description of each single tool mapped over T4.4.
